This parameter in Settings applies to Unattended Playback and is there to let "come to rest" the OS after the tracks in the Playlist Area have been prepared (converted etc.) and given to the Audio Engine.

What "has come to rest" means is somewhat vague and may differ per PC (and its speed etc.), but say this is after 3 minutes of pressing Play (which thus won't play at all now), you can use Alt-p to start playback and be assured that all is nice and clean for your best SQ.

The importance of this may become clear when watching a laptop after preparing the tracks for Unattended, and seeing that it can take minutes (!) before finally the disc light comes to rest.
