Phew Gerard, good question.
I'd say it is too dangerous to anticipate on the MinOS + BIOS settings. I mean : if it happens at some time that you're in Normal OS for some reason (happens often enough to me) while also the BIOS accidentally resets, then all is at full power already when you're in the BIOS to set things. If *that* situation allows one cpu cooler fan only, then it is ok.

Let's keep in mind : when the PC came about I was only testing for highest speeds and such and was never bothered by the low speeds we use today. So actually I don't know really ...
